Scaled Agile Framework (SAFe)

Program Increment (PI) Planning: PI Planning is a cadence-based, face-to-face event that serves as the heartbeat of the Agile Release Train. It is a two-day event where all members of the ART come together to plan the next Program Increment (typically 8-12 weeks). The output of PI Planning is a set of committed PI objectives and a program board that visualizes the dependencies between teams.

Not Suitable For:
- Small, single-team projects: The overhead of SAFe can be excessive for small projects that can be managed with simpler Agile methods like Scrum or Kanban.
- Organizations with a strong, established Agile culture: For companies that have already successfully scaled Agile in their own way, adopting SAFe might be disruptive and unnecessary.
- Startups and highly innovative environments: The prescriptive nature of SAFe can stifle the creativity and flexibility that are often required in fast-moving startup environments.
Scale:
SAFe is designed to be scalable and can be applied at various levels of the organization, from a single program to the entire enterprise. It offers different configurations to suit the needs of different organizational sizes and complexities:
- Team: The fundamental building block of SAFe is the Agile team.
- Department/Program: The Agile Release Train (ART) coordinates the work of multiple teams within a program or department.
- Organization/Portfolio: The Portfolio SAFe configuration extends the framework to the portfolio level, aligning development with business strategy.
- Multi-Organization/Ecosystem: SAFe can be used to coordinate the work of multiple organizations and suppliers in a large-scale development effort.

Stakeholder Architecture: SAFe defines Rights and Responsibilities primarily for internal stakeholders (teams, leaders, business owners) and the direct customer, organizing them within value streams. The framework’s stakeholder architecture is focused on delivering value within the enterprise context. It does not explicitly account for the Rights and Responsibilities of broader stakeholders such as the environment, local communities, or future generations.
2. Value Creation Capability: The framework is strongly oriented towards enabling collective economic value creation by optimizing the flow of work to deliver products and services faster. While it fosters knowledge creation through its learning cycles and can lead to social value through improved team collaboration, it does not explicitly guide the creation of ecological or broader social value. The definition of value is primarily economic and customer-centric.
3. Resilience & Adaptability: SAFe is designed to help large systems adapt to complexity and maintain coherence through cadence-based planning, iterative development, and fast feedback loops. It helps organizations thrive on change by making planning and execution more predictable and responsive. However, the highly structured and prescriptive nature of the framework can sometimes limit radical adaptation if not implemented with a strong focus on continuous learning and improvement.
