Section 1: Context

Digital platforms fragment daily. A healthcare network runs on one vendor’s closed system; a municipal service relies on another’s proprietary data format; a movement’s organizing tools cannot talk to each other. Meanwhile, the internet itself — email, web protocols, DNS — was built on open standards that made interoperability the default, not an exception. We live in the tension between these two worlds.

Today’s ecosystem is actively fragmenting. Platform companies have economic incentives to lock users in; switching costs are deliberate design choices. Yet the commons—civic infrastructure, scientific collaboration, activist networks—requires the ability to move, mix, and compose tools freely. The state of the system is one of controlled decay: pockets of genuine openness exist (open source, open standards bodies) alongside walled gardens that claim openness while maintaining hidden control.

This pattern matters most when a system has matured beyond startup phase and begun attracting multiple players who depend on interoperability—or where single-platform dependence creates fragility. It surfaces urgently in public service delivery, where citizens deserve platform-agnostic access; in scientific work, where data must survive any single tool; in movements, where coalition resilience depends on not choosing sides in the platform wars.


Section 2: Problem

The core conflict is Protocol vs. Platforms.

Protocols are agreements about how to talk: specifications that any platform can implement, no vendor lock-in required. Platforms are complete experiences: ecosystems optimized for user experience, network effects, and revenue. The tension is real and not resolvable by choosing sides.

If protocols become too detailed and rigid, they ossify. They can’t adapt to new needs. If they’re too loose, platforms interpret them differently until interoperability collapses and users are trapped again. Section 4: Implementation

1. Form a multi-stakeholder steering body with distributed veto power. Recruit representatives from: (a) platform implementers (at least 3 independent ones, no single vendor holding > 40% of seats), (b) user communities (civic tech networks, scientific consortia, movement infrastructure), (c) public interest technologists, and (d) protocol maintainers. What flourishes:

Genuine platform diversity becomes possible. When implementers know the protocol won’t be secretly altered to favor one player, they invest in building alternatives. What risks emerge:

Governance capture remains the primary risk. A steering body can become a cartel where the largest players agree to maintain the protocol’s current form, preventing innovation and evolution. Email (SMTP/IMAP/POP3). The internet’s most successful interoperable system remains the oldest. The governance structure is informal—dominated by a small group of academics and vendor engineers—but it has held because email is (a) clearly too important to trap, (b) old enough that no single vendor can afford to break it, and (c) boring enough technically that capture is obvious. It works because: geographic data is critical infrastructure, national governments have regulatory authority, and the commons value (emergency response, climate adaptation, public health) is clear. The ActivityPub protocol (social media federation). Emerging now across platforms like Mastodon, PeerTube, and Pixelfed, ActivityPub creates interoperable social networks where you can follow someone on one platform from an account on another. Governance is by the W3C social web working group with the IETF, but real governance happens in the open-source communities implementing it. The pattern works here because the protocol is young, the implementers actively participate in governance, and there’s no dominant corporate platform yet (though Threads’ eventual ActivityPub adoption will test this). The risk is visible: centralized moderation becomes complicated; the protocol doesn’t dictate how platforms handle hate speech or misinformation, so each implements differently, creating friction.

AI and distributed intelligence reshape protocol governance in three specific ways:

Protocol specification becomes data-driven. Where protocol bodies once debated design based on theoretical scenarios and vendor experience, they now have datasets of how millions of implementations actually behave in production. Machine learning can identify where specs are ambiguous (different implementations disagree) or underspecified (new use cases emerge faster than the protocol can formalize). This creates speed. But it creates a new risk: whoever controls the dataset controls the narrative about what the protocol “should” do.

  4. The reference implementation is actively maintained by at least two independent teams, and discrepancies between it and the spec trigger serious investigation. A neglected reference implementation means the spec has drifted from reality.

Signs of decay:

  1. Dominant platforms stop sending engineers to steering body meetings, or send them only to rubber-stamp decisions already made elsewhere. This signals loss of faith in the governance process. The real decisions are happening behind closed doors.

  2. Breaking changes pile up without being proposed to the steering body, or are proposed but never implemented. The protocol becomes a historical document, not a living standard.

  3. New user communities report they had to “go around” the protocol or extend it privately to meet their needs. This signals the governance process is too slow or too insensitive to emerging use cases. Fragmentation is beginning.

  4. The steering body meeting notes become opaque or stop being published. This is the early warning sign of capture.

When to replant:

If signs of decay are visible, restart the governance process deliberately. Don’t wait for the system to collapse. Replant when: (a) a major new stakeholder appears (AI systems, new geographic markets, new use case entirely) and the existing governance structure hasn’t explicitly decided how to include or exclude them, or (b) you observe forks emerging—different communities implementing the protocol differently—and the steering body hasn’t addressed why the core protocol doesn’t meet those needs.

The pattern sustains vitality by maintaining the protocol’s ongoing functionality, not by generating new adaptive capacity. Watch specifically for rigidity: governance bodies can become machines that simply ratify industry consensus, sustaining the current equilibrium without the flexibility to respond to genuine disruption. When the world changes faster than the protocol can adapt—or when the protocol constrains adaptation—it’s time to restructure governance, not just tinker with procedures. This means returning to the problem statement and asking: do we still have the right mix of voices at the table? Is the decision-making process still biased toward the commons, or has it drifted toward protecting the status quo?
