Movements for change exist within contested ecosystems where power holders actively resist redistribution of resources, voice, or control. A protest emerges when conventional channels (petition, negotiation, legal remedy) have failed or been foreclosed—yet the impulse to act is raw, urgent, emotionally charged. In this state, groups face a choice: act hastily with momentum but without structure, or invest design time that risks losing participants to fatigue or competing opportunities. Corporate leaders face unexpected disruptions to operations and reputation. Government officials prepare response protocols. Activists juggle moral urgency with strategic clarity. Tech workers navigate their own complicity in systems they’re protesting. The ecosystem is fragmenting along these fault lines. 1. Clarify the Theory of Change
Before any tactic is chosen, name explicitly: What specific shift do you want in the world? (e.g., “Policy change,” “Public opinion shift,” “Accountability,” “Power redistribution.”) Who is the primary decision-maker or institution that must move? What pressure will move them? This is not aspirational—it is diagnostic. If you cannot name a plausible path from your action to the shift you want, redesign or defer.
2. Map Stakeholder Exposure
For each stakeholder (corporate leadership, government officials, activists, tech participants), name what they risk and what they want. A corporate leader risks operational disruption and reputational harm; design actions that credibly threaten those if policy doesn’t shift. A government official fears public legitimacy loss; design visibility that makes inaction politically costly. An activist fears burnout and legal exposure; design roles and safety that respect capacity. Tech workers fear moral complicity; design actions that affirm their conscience while protecting their employment.
3. Design Tactics with Constraint and Clarity
Select tactics (marches, occupations, strikes, boycotts, blockades, civil disobedience) that fit your group’s discipline, numbers, and risk tolerance. Assign clear roles: who mobilizes, who documents, who liaisons with media, who monitors legal, who provides de-escalation. For corporate contexts: design actions that disrupt at a threshold the target company cannot ignore—supply chain blockade, customer-facing protest, investor pressure—not dispersed, easily-ignored demonstrations. For government contexts: concentrate pressure on the specific official or legislative body with power; dispersed national outrage is less effective than sustained, local, visible pressure on the decision-maker. For activist contexts: build in explicit participant onboarding—training in tactic, de-escalation, legal rights, safety protocols—so people enter with eyes open. For tech workers: design actions that protect anonymity where needed and affirm professional integrity (e.g., collective letter, internal testimony, organized walkout) rather than solo whistle-blowing that isolates.
4. Build Safety into Tactic Design
Before the action: identify foreseeable harms (police response, counter-protesters, participant injury, arrest, doxxing). Build safeguards into the tactic itself. If arrest is likely, establish legal support and bail funds beforehand. If police presence is certain, train stewards in de-escalation. If doxxing is a risk (especially for tech workers or underrepresented groups), use affinity groups and masked tactics. Document participant consent to risk level.
5. Plan Media and Narrative
Decide before the action: What story do we want told about this? Who tells it? Design actions that are visually coherent, narratively clear, and easy for sympathetic media to cover. Prepare two-sentence explainers for participants to use. For corporate campaigns, design actions with clear visual symbols (placards naming the harm, company branding, contrasting imagery). For government campaigns, bring families, elders, or frontline-affected communities—these create emotional resonance journalists cannot ignore.
6. Integrate into Broader Campaign Arc
Name this action’s place in a longer sequence. Is it escalation or consolidation? Does it follow a demand letter or precede one? Will there be follow-up actions, negotiations, or legislative pushes? Design the post-action window: within 48 hours, debrief with participants and leadership; within one week, produce learnings (what worked, what surprised, what changed our understanding); within two weeks, decide on next pressure point. This turns episodic protest into a campaign rhythm.

Google Walkout for Real Change (2018, ongoing)
Tech workers designed workplace actions around sexual harassment and discrimination: they identified the decision-maker (CEO/board), the leverage point (public reputation + internal morale), and the tactic (walkout with clear demands, not anonymous complaints). They designed the action to protect participant identity and employment (it was large enough that retaliation was visible, was tied to legal protections, and was framed as conscience, not disloyalty). New Risks: AI can now predict protest timing and location by analyzing social media sentiment, weather patterns, and historical event clustering. Facial recognition and biometric tracking mean participants face identification risk at scale. Deepfakes and AI-generated counter-narratives can undermine media strategy in real-time. For tech workers protesting their own employers, internal AI systems may detect unusual communication patterns or coordination signals—necessitating design that accounts for algorithmic surveillance.
New Leverage: The same AI tools can be used to model optimal pressure points. Protest designers can now simulate multiple tactic scenarios and predict which leverage points—specific decision-makers, supply chain nodes, investor thresholds—are most sensitive to pressure. (2) Design becomes bureaucratic: lengthy pre-action meetings, endless process, fewer people actually mobilizing. The group confuses planning with power. (3) No reflection or learning between actions—each protest is treated as isolated event, not as a node in a campaign. The group repeats the same mistakes. (4) Specific populations drop out (tech workers go silent, activists face burnout, new people don’t join). This signals that safety or efficacy is failing for some stakeholders, and the pattern has become brittle.
When to replant:
If you notice decay, pause the protest calendar and return to theory of change: Do we still know what shift we want? Do we still have a plausible path to it? If the answer is “no” or “unclear,” redesign before the next action. If the answer is “yes” but discipline has weakened, invest in participant onboarding and post-action reflection as explicitly as you design the tactic itself. The vitality of this pattern depends on it remaining generative—each action should increase the group’s clarity and capacity, not deplete them.
