Section 1: Context

Digital platforms have become the primary infrastructure through which value flows—data, labour, attention, capital. Whether you’re a worker on a gig platform, a small business selling through a marketplace, a citizen relying on government digital services, or an activist building a movement through social media, your participation happens within ecosystems designed by distant others. The platform layer is now where most economic and social activity occurs, yet most participants navigate these spaces with surface-level understanding: they know how to use a platform, not why it works the way it does.

The system is fragmenting. Some players—platform architects, data scientists, algorithms engineers—hold deep literacy about how platforms govern. Most others—contributors, users, communities—operate in structural darkness. This asymmetry destabilises the commons. Movements lose momentum to algorithmic suppression they don’t see. Workers accept terms they haven’t decoded. Government agencies build public services on proprietary infrastructures without understanding the hidden extraction mechanisms. The vitality question is urgent: how do you steward a system when most participants are illiterate about its actual mechanics?


Section 2: Problem

The core conflict is Platform vs. Literacy.

Platforms operate through opacity by design. Their business models depend on controlling information flows—what you see, what’s recommended, what data is collected, how your attention is monetised. Transparency would reveal the extraction; revelation would invite resistance. Platform operators benefit from participants remaining naive about the mechanics: it’s easier to shape behaviour you don’t understand than to negotiate with informed partners.

Literacy demands the opposite: it requires naming the mechanisms, tracing the incentives, making visible the governance choices embedded in algorithms and interface design. It asks: Who owns the data? Who profits from my presence? How is content ranked? What am I optimising for when I post here?

When this tension goes unresolved, three breaks emerge: (1) Participants internalise platform values as natural rather than chosen, losing autonomy. They optimise for algorithms instead of their actual communities. (2) Extractive dynamics accelerate unchecked—data mining intensifies, labour terms degrade, public discourse decays. (3) Attempts at resistance fail because they target symptoms, not structures. A movement gains followers on a platform designed to suppress collective action. A worker demands fair wages without understanding the surveillance architecture that enables wage suppression.

Platform literacy is not optional. It’s the baseline condition for participating in digital commons as a contributor rather than a resource to be harvested.


Section 3: Solution

Therefore, build systematic practices of platform literacy that make visible the economic, technical, and governance architecture—so participants can design their engagement with full knowledge of the extraction mechanisms at work.

Platform literacy operates at multiple depths. Surface literacy means knowing the interface, the features, the stated terms of service. But true literacy goes deeper: it examines the incentive structures embedded in platform design. Why does the algorithm prioritise engagement over accuracy? Because engagement drives ad impressions. Why do you see certain content and not others? Because the ranking system optimises for metrics that serve the platform’s revenue model, not your interests.

The shift this pattern creates is epistemological. Instead of treating the platform as a neutral tool, participants begin to see it as a living ecosystem with its own logic—one designed to shape their behaviour toward specific outcomes. This recognition activates agency. It doesn’t require abandoning the platform; it means using it with conscious alignment. An activist knows the algorithm suppresses reach for certain keywords and plans accordingly. A small business understands the marketplace’s fee structure extracts 30% and prices to sustain itself. A government service acknowledges it’s building dependency on a proprietary platform and designs exit strategies.

In living systems terms: literacy is the root system that connects the participant to the actual soil beneath the platform’s surface. Without roots, the plant cannot read the environment’s signals and respond adaptively. With literacy, the commons becomes a place where people steward their own presence rather than being steered.


Section 4: Implementation

For Organizations (corporate context): Conduct a platform audit. Map every platform your organisation relies on—payment processors, communication tools, marketing channels, data storage. For each, document: (1) the revenue model (who pays, how), (2) the data flows (what leaves your system, where it goes), (3) the terms of service changes in the last two years, (4) the lock-in costs of switching. Share these audits across the organisation. Run quarterly literacy sessions where teams ask: Is this platform serving our values, or are we serving its metrics? Create a platform selection rubric that includes not just features and cost, but governance transparency and alignment with your own ownership model.

For Government (public service context): Establish a Platform Impact Unit within relevant departments. Before adopting a digital service platform, conduct impact assessment on: digital equity (who gets left out?), data sovereignty (where does citizen data live and who accesses it?), democratic dependency (what happens if the platform shuts down or changes terms?). Require public agencies to publish plain-language guides to platform mechanics for their users—especially for vulnerable populations. Train frontline staff who interact with citizens to understand and communicate how the platform shapes what services are possible and what isn’t.

For Movements (activist context): Create “platform literacy pods”—small groups (5–8 people) that meet monthly to study one platform together. Use the pod to: reverse-engineer recommendation algorithms by documenting what each member sees in their feed and comparing, research the platform owner’s investor base and revenue sources, trace how algorithmic choices have shaped past campaigns, debate whether to stay, leave, or use it as a site of visible resistance. Develop internal communication infrastructure that doesn’t depend on any single platform—this becomes your literacy in action, because you’re no longer hostage to algorithmic decisions.

For Tech (product context): Build transparency into product design. Every feature should include a “literacy label”—visible documentation of: (1) what data this feature collects, (2) how it influences user behaviour (what behaviours are rewarded or suppressed?), (3) whose interests this serves. Run “literacy sprints” where product teams and ethicists work together to identify hidden incentive structures in the product. Publish monthly data reports showing: engagement metrics by content type, reach distribution by user segment, the ratio of algorithmic content to user-chosen content. This transparency is not peripheral—it’s core to product integrity.


Section 5: Consequences

What flourishes:

Participants begin making conscious choices about their platform engagement instead of defaulting to the path of least resistance. A contributor on a gig platform understands the surge pricing mechanism and plans work accordingly rather than feeling randomly victimised by price swings. A community using social media for organising recognises algorithmic suppression and builds alternative channels before they’re needed. Organisations reduce lock-in and vendor dependency by understanding what they’re actually paying for. Public discourse improves as participants recognise when they’re being algorithmically sorted into echo chambers and actively seek diverse sources.

Most importantly, literacy activates collective power. When multiple participants understand the same platform mechanism, they can coordinate responses. A movement discovers the platform deprioritises certain hashtags and shifts strategy. Workers discover the surveillance architecture and negotiate collectively for privacy terms. Government agencies discover the terms of service changed unilaterally and migrate to public infrastructure. Literacy transforms scattered frustration into targeted, informed resistance.

What risks emerge:

Literacy can lead to paralysis if it reveals extraction without offering agency. A small business understands the marketplace takes 30% and feels powerless. This pattern can generate fatalism: the system is rigged, why bother? The antidote is pairing literacy with power—always teach people what they can actually do with their knowledge, not just what’s being done to them.

There’s also a brittleness risk. If literacy practice becomes routinised—annual training, checkbox compliance—it decays into ritual. The pattern loses vitality because it’s not renewing itself. Practitioners must continuously update literacy as platforms evolve, algorithms change, and new extraction mechanisms emerge. Otherwise, last year’s literacy becomes obsolete.

Resilience is moderate (3.0) because literacy itself doesn’t guarantee adaptive capacity—it creates the foundation for it. A literate community can still be outmaneuvered by platform changes that move faster than their learning cycle. Ownership remains constrained (3.0) because understanding a platform you don’t own doesn’t grant you governance rights; it only clarifies the governance you’re subject to.


Section 6: Known Uses

Tactical Tech’s Digital Security Training (2012–present): Tactical Tech began teaching activists in the Global South to understand surveillance infrastructure—not just how to use encryption, but why surveillance exists, who benefits, what they’re looking for. By pairing technical literacy with political context, they transformed participants from tool-users into system-readers. Activists could then design organisational practices that acknowledged actual threat models rather than generic security checklists. This is literacy as collective power: understanding the watchers’ logic and moving accordingly.

Platform Cooperativism Movement (Scholz, 2014–present): Scholars and practitioners began systematically teaching workers on gig platforms to read the economic architecture—understanding that Uber’s “surge pricing” isn’t scarcity pricing but dynamic labour extraction; that algorithmic ratings don’t measure quality but trainability. This literacy fuelled the development of alternative platforms (Stocksy, Up & Go, Savvy) where workers understood and owned the governance. The literacy wasn’t academic; it was prerequisite for building alternatives.

Australian Digital Government Literacy Programme (APS Transformation, 2019–2023): Government agencies adopted platform literacy as part of digital service delivery. They published plain-language guides to how citizen data flows through government platforms, trained staff to communicate platform limitations to users, and established governance rules for which platforms could handle sensitive data. When a major contractor proposed centralising citizen data on a proprietary cloud platform, the literacy infrastructure already in place enabled informed pushback. Officials understood the sovereignty implications and proposed public alternatives instead.

Documenting the Now / Algorithmic Justice Project: Researchers and archivists created tools to help communities understand how platforms algorithmically shape historical narratives. By teaching practitioners to audit what stories platforms amplify and suppress, they shifted conversations from Is this platform good? to Whose stories does this platform privilege? This is activist literacy in practice—making visible the governance of memory and attention.


Section 7: Cognitive Era

As AI becomes embedded in platform logic, platform literacy becomes more complex and more urgent. Algorithms are no longer transparent rules that can be audited; they’re learning systems that behave unexpectedly, even to their designers. This demands a new layer of literacy: understanding not just what the platform does, but that no one fully understands what it will do next.

For product teams building AI-powered platforms, the literacy challenge shifts. You can’t transparently document behaviour that’s emergent and contingent. The antidote is radical transparency about uncertainty: publish not just what the AI does, but confidence intervals and edge cases where it fails. Build literacy around the limits of your own knowledge.

For communities using AI-powered platforms, literacy must include learning to spot when you’re interacting with an AI system versus a human, when recommendations come from algorithmic ranking versus human curation. AI enables unprecedented scale of personalization—which means unprecedented precision in shaping behaviour. Participants need literacy about persuasion architecture: This content was selected because an AI model predicted it would keep me engaged. That’s not evidence it’s true or valuable.

The danger is that AI literacy becomes another specialist domain, accessible only to researchers and engineers. This recreates the opacity it’s meant to resolve. Instead, literacy practices must become distributed and recursive: communities need to develop their own methods for testing and documenting AI behaviour, not rely on platform transparency reports that may be incomplete or self-serving. Open-source tools for auditing algorithmic bias (like Bias Interrupters or Model Cards) become part of platform literacy infrastructure.


Section 8: Vitality

Signs of life:

  • Participants spontaneously ask questions about platform mechanics—”Why did my post disappear?” becomes “What are the ranking criteria for this algorithm?” This shift from passive confusion to active investigation indicates literacy is rooted.
  • Communities develop shared language for platform dynamics. They say things like “the algorithm is suppressing reach on this topic” or “we’re paying the marketplace tax.” Shared language is the sign of collective understanding.
  • Exit strategies exist and are visible. When people have literacy, they begin preparing alternatives. A movement builds a Mattermost instance before social media becomes necessary. An organisation negotiates contracts with exit clauses. The mere fact that alternatives are being built signals that literacy is active, not theoretical.
  • Governance conversations shift. Instead of debating whether to use a platform, people debate how to use it with full knowledge of the extraction. This is vitality—active, conscious participation.

Signs of decay:

  • Literacy becomes yearly compliance training that no one remembers after completion. The knowledge doesn’t integrate into daily decisions.
  • New platforms emerge and people adopt them without repeating the literacy audit. The pattern was learned for Facebook; it doesn’t transfer to TikTok or the next platform.
  • Participants know the mechanics but feel powerless to change them. Literacy without agency becomes demoralising. The energy flags.
  • Literacy remains siloed. Activists understand algorithmic suppression, but organisers don’t. Workers understand wage extraction, but customers don’t. When literacy isn’t collective, it can’t generate coordinated power.

When to replant:

Restart or redesign this practice when platforms fundamentally change (new AI system, new algorithm, acquisition by different owner) or when you notice the literate community is no longer translating knowledge into changed behaviour—the pattern has become inert. The right moment to replant is before crisis, when you have space to learn together without the pressure of emergency.
