Section 1: Context

Platform governance is fragmenting across jurisdictions and constituencies. Regulators in the EU, US, UK, and China are drafting rules in parallel. Tech companies have well-resourced policy teams. Civil society organisations are stretched. Communities most affected by platform dynamics—creators, small business users, moderation workers, people in the Global South—are largely absent from these conversations. The system is simultaneously hardening (rules are being written into law) and polarising (between platform-friendly and platform-skeptical camps). Meanwhile, the actual commons of digital participation atrophies when governance is treated as a specialist domain. The living ecosystem needs practitioners who can bridge between the lived experience of platform use and the formal processes where rules get shaped. This is not a problem for distant experts to solve. It is a pattern for anyone stewarding value in platform-mediated systems to step into—whether you run a creator collective, a small business, a movement, or a product team trying to stay accountable to its users.

Practitioners gain voice and agency: you are no longer watching governance happen to you. You are shaping it.

What risks emerge:

Governance participation can become routinised and hollow if practitioners show up for hearings but lack real power to shift outcomes. The pattern risks co-optation: platforms invite practitioners into advisory structures to claim legitimacy while ignoring their input. Activist burnout is real—governance participation is tedious, slow, and often feels futile. EU Digital Services Act consultations (2020–2022): European civil society organisations, small business associations, and creator networks submitted extensive written evidence during the public consultation on the Digital Services Act. Organisations like NESTA, Mozilla, and the Internet Society coordinated testimony from practitioners across content moderation, algorithmic transparency, and small business access. When the final Act included provisions on algorithmic transparency and business fairness, direct connection could be traced to evidence submitted by practitioners who explained both the harms of current systems and the feasible alternatives. This was not activism that stopped regulation; it was advocacy that shaped regulation toward implementability and reduced unintended harm to legitimate platform uses.

US FTC Algorithmic Accountability rulemaking (2023–present): When the US Federal Trade Commission opened comment periods on AI and algorithmic accountability, creator networks and small business platforms submitted detailed case studies of how algorithmic ranking affects earning potential and how transparency rules would need to account for business model differences. A creator collective specifically addressed what algorithmic transparency would cost a small platform versus a large one, providing the FTC technical ground for differentiated rules. Their evidence shifted the conversation from “mandate total transparency” to “require transparency proportionate to market power.” Practitioners had moved from complaining about algorithms to authoring governance.

Taiwan Digital Democracy Process (2021–ongoing): Taiwan’s vTaiwan platform invites citizens into real-time deliberation on platform regulation. Small business owners, creators, and digital rights advocates contributed directly to platforms for discussing social media regulation, content liability, and algorithm disclosure. Their participation fed directly into legislative recommendations. The pattern here is structural: practitioners were given genuine decision-making power (not just advisory voice) in a deliberative process. This is the pattern at higher maturity—when advocacy becomes co-governance.


Section 7: Cognitive Era

As AI systems embed deeper into platforms, governance advocacy becomes both more urgent and more technically complex. Practitioners will be asked to testify on algorithmic harms they experience but may not fully understand the technical mechanisms. This creates a new risk: over-reliance on technical experts who translate lived experience into policy language, losing the rawness and credibility of practitioner voice in the process.

The opportunity: AI systems generate new forms of evidence. A creator can now generate detailed logs of how recommendation algorithms respond to their content over time. A worker can document patterns of algorithmic management with precision tools. This granular data becomes testimony. Practitioners will need new skills to gather and present this data—not as technologists, but as people who know their own systems intimately.

The leverage shifts. Historically, governance advocacy was about getting a hearing. In a cognitive era, it is about who gets to define what counts as evidence. AI-enabled monitoring tools mean practitioners can build their own datasets on platform behavior rather than relying on platforms’ public claims or researchers’ retrospective studies. This shifts power dynamics: if practitioners can demonstrate algorithmic harms in real time with their own data, regulators can no longer dismiss concerns as anecdotal.

The risk: platforms will use AI to listen to advocacy discourse, predict regulatory moves, and counter-message more effectively. Advocacy becomes an arms race. This underscores why the pattern must stay rooted in networks of practitioners, not individual voices. Decentralised coalition-building becomes essential as centralised advocacy becomes more transparent to platforms.

Signs of life:

Practitioners are regularly submitting evidence to live regulatory processes (you can track this by monitoring government comment periods). Small groups form specifically to coordinate testimony across cases or jurisdictions—a signal that practitioners have moved from reactive complaint to proactive governance participation. Regulators cite practitioner submissions in their reasoning and revised proposals—direct evidence that advocacy is shaping outcomes, not just creating noise. New practitioners enter the work: you see creators, workers, and small business owners who had never engaged in policy before showing up with evidence from their communities, because someone showed them the door.

Signs of decay:

Practitioners are invited to government processes but their input is never acted upon; consultations happen but rules remain unchanged. The same small set of well-resourced advocates show up to every process while grassroots voices remain absent—the pattern has become elite rather than commons-wide. Advocacy becomes cynical: practitioners participate because they feel obligated, not because they believe it will shift outcomes. Governance processes accelerate beyond practitioners’ ability to engage—rules are written faster than communities can organise response. The rhythm feels extractive rather than mutual: regulators ask for evidence, practitioners provide it, and then nothing happens, so next time fewer people bother.

If practitioners have no seat at the table where decisions actually get made, you are building advocacy to power that does not listen. Replant by shifting from testifying to regulators to co-designing governance with them—move the pattern toward genuine co-ownership of rules. Or build alternative accountability structures: practitioner councils that set their own platform standards, parallel governance that creates competitive pressure on official processes to become more responsive.
