A commons ecosystem thrives only as long as its members believe the rules actually matter. When a shared resource—whether a fishery, open-source codebase, community garden, or SaaS platform—begins operating without visible accountability, the system enters a state of slow fragmentation. Members start testing boundaries. Trust leaks. What once felt like collective stewardship transforms into a tragedy-of-the-commons free-for-all, where individual extraction outpaces collective regeneration.
This pattern emerges specifically in systems where:
- Multiple stakeholders depend on the same finite or reputation-based resource
- Rules exist but their enforcement is ambiguous or invisible
- The commons is maturing beyond startup phase, where informal trust no longer holds
- Scale has increased such that personal relationships cannot monitor all activity
