Across corporate, government, activist, and tech contexts, the assessment challenge is acute. Tech firms manage internal knowledge repositories that look thriving by commit count but are quietly colonized by power users. Government agencies stewarding public data commons watch participation plateau while institutional capture intensifies. Activists maintain movement memory systems where visible engagement masks invisible labour concentration. In each, the commons appears stable until the moment a key steward departs, a funding stream evaporates, or a single vendor captures an essential node.
The pattern emerges from recognition that commons die from the inside—not from external predation alone, but from undiagnosed systemic brittleness. Health indicators are the living system’s early warning signals. They translate collective intuition into observable, shareable signals that trigger timely intervention before fragmentation becomes irreversible.

Each indicator should have three properties: observable (someone can actually measure or count it without heroic effort), actionable (if the indicator declines, stewards have concrete levers to pull), and leading (it signals problems before they become catastrophic).
Example indicators include: Contributor diversity ratio (count unique contributors by type and tenure; flag if the long-tail flattens or if one type dominates); Governance participation breadth (in decision processes, how many distinct contributors propose and second decisions, not just vote?); Volunteer labour concentration (what % of labour comes from the top 10% of contributors? If > 60%, vulnerability is high); Knowledge decay detection (what % of documented processes or resources required human contact to execute in the last quarter? Rising decay signals knowledge brittleness); Newcomer-to-active conversion (of people who made a first contribution, what % became repeat contributors within 6 months?); Enclosure pressure assessment (are there active attempts to extract, restrict, or commercialize the commons? Is proprietary lock-in expanding?).
In a corporate context, add governance decision latency: how many days does it take from proposal to decision? Rising latency signals governance capture or decision fatigue.
In government, add policy-to-practice fidelity: when the commons adopts a stewardship principle or guideline, is it actually followed 12 weeks later, or has it decayed?
In activist contexts, add emotional health signals: conduct brief confidential check-ins with core stewards every quarter asking directly: Do you feel sustainable in this role? This is measurement that honours tacit knowledge.
In tech communities, add maintainer sustainability: for each core maintainer, track months since last break from active review duties. If the number climbs above 9, intervention is urgent.

What flourishes:
Early detection of decay becomes possible. Transparency about vulnerability (e.g., “high volunteer concentration is a known risk we’re actively addressing”) often builds more trust than false claims of perfect health.
What risks emerge:
Metric rigidity is the primary failure mode. Once indicators are in place, there is constant pressure to meet them. Stewards and contributors begin optimizing for the indicators rather than for genuine health. In tech contexts, this manifests as cosmetic contributions designed to boost contributor diversity counts. In government, as checkbox compliance. The indicators become hollow. This risk is especially acute if quarterly reviews become disconnected from actual intervention—if measurement becomes performance without consequence.
At resilience score 3.0 (below threshold), the commons lacks the adaptive capacity to respond flexibly when indicators signal problems. A corporate team might measure declining newcomer conversion, identify the root cause (gatekeeping in code review), but lack the authority or autonomy to redesign review practices. The indicators then become sources of frustration rather than leverage.
Measurement labour itself can burden volunteers. If collecting health data requires significant effort, it consumes the very volunteer energy the indicators are meant to protect. Keep data collection lightweight—aggregate what already exists (commits, meeting attendance, wiki edits) rather than creating new surveys.
The pattern can also obscure qualitative failure modes. A commons might show strong quantitative health indicators while genuine knowledge decay is accelerating (documented processes work on paper but require constant human mediation). Rather than quarterly manual review, distributed AI systems can help stewards notice patterns: unusual contributor burnout trajectories, emerging bottlenecks in governance, shifts in contributor motivation (inferred from communication patterns). The pattern can evolve toward continuous sensing rather than periodic snapshots. But this requires radical transparency about how AI is being used for governance diagnosis. Stewards and contributors must understand and consent to algorithmic sensing, or trust collapses.
The tech context’s “Med” rating reflects these tensions: AI creates new measurement capability but also new vulnerability to optimization and enclosure. Commons stewards in tech contexts must actively design indicators that remain legible and actionable despite AI availability.
Section 8: Vitality
Signs of life:
Indicators trigger visible intervention within 2–3 months of measurement. When a health indicator shows rising volunteer labour concentration, stewards and contributors design concrete responses: new mentorship structures, authority redistribution, or capacity building. The indicators are actually used for decision-making, not archived.
Stewards and contributors reference indicators naturally in conversation without prompting. When someone proposes a new initiative, peers ask: “How does this affect our newcomer conversion rate?” The indicators have become internalized, part of the commons’s shared mental model.
Contributors feel recognized and seen by the indicators. When diversity metrics count different types of contribution (not just code commits), when steward sustainability is explicitly measured, when emotional labour is honoured in health assessment, contributors report that the commons “knows me” rather than reducing them to a data point. This is the inverse of metric rigidity: when indicators reflect genuine values, they strengthen belonging.
Signs of decay:
The dashboard becomes stale. Indicators are updated quarterly on schedule, but the data shows no change, and stewards take no action. Measurement has become performance—something done to satisfy stakeholders rather than to sense and respond. The commons is living on autopilot.
New stewards or contributors are unaware health indicators exist. When integration into onboarding and governance rhythms fails, indicators become invisible infrastructure. New voices don’t know the commons’s “vitality language” and can’t participate in diagnosis. The commons loses distributed sensing capacity.
Indicators drift toward vanity metrics. Over time, the dashboard gradually shifts from measuring vulnerability and adaptive capacity toward measuring growth, reach, or visibility. A commons that once tracked “governance decision quality” begins tracking “media mentions” instead. This usually signals that external stakeholders have begun shaping indicator choice, not internal stewards.
When to replant:
When the commons has experienced 40%+ turnover in active contributors in a single year, health indicators must be redesigned. New contributors have different needs and different perspectives on vitality. The old indicators may no longer reflect current vulnerabilities. Restart the co-design process with fresh voices.
When stewards notice they’re making decisions despite the indicators rather than because of them, the pattern has lost traction. This is the moment to pause quarterly reporting, convene stewards and contributors, and ask directly: What are we actually trying to sustain? What would we need to see to know it’s working? Redesign from there, rather than persisting with stale measurement theatre.
